WASHINGTON, DC – National Venture Capital Association (NVCA) President and CEO Bobby Franklin issued the following statement after the U.S. House of Representatives advanced the INVEST Act, a legislative package that will expand access to capital for entrepreneurs across the country.
“The INVEST Act will help unlock early-stage capital in regions that too often face persistent funding gaps, expanding opportunity for entrepreneurs across the country by modernizing outdated rules and empowering emerging managers, while also reducing some of the regulatory friction that prevents more venture-backed companies from going public,” said NVCA President & CEO Bobby Franklin. “We appreciate the committee’s leadership and look forward to working together to ensure more startups can launch, scale, and create jobs in every corner of America.”
Among the NVCA-backed priorities included in the INVEST Act:
- The Developing and Empowering our Aspiring Leaders (DEAL) Act, legislation that would modernize the regulatory definition of a venture capital fund, giving VCs more flexibility to use secondaries and fund-of-funds strategies without triggering full SEC registration.
- The Improving Capital Allocation for Newcomers (ICAN) Act, legislation that would update long-stagnant thresholds for “qualifying venture capital funds,” allowing modestly larger fund sizes and expanding participation for smaller accredited investors.
- The Helping Angels Lead Our Startups (HALOS) Act, legislation that would codify SEC rules removing outdated regulatory barriers around Demo Days, enabling entrepreneurs and investors to connect earlier and more effectively.
