WASHINGTON, DC The National Venture Capital Association (NVCA) is pleased to announce the appointment of Diem-Mi Lu as Vice President, Government Affairs. Her arrival further strengthens NVCA advocacy efforts to ensure that the venture capital industry and entrepreneurs have a powerful voice in Washington.

Diem-Mi joins NVCA from the U.S. Securities and Exchange Commission (SEC), where she served as Counsel to Commissioner Jaime E. Lizárraga. In this role, she provided expert policy and legal advice on rulemaking proposals, enforcement actions, and regulatory developments impacting capital formation, corporate governance, and investor protection. She also played a key role in shaping policies on crypto asset regulation and cybersecurity risk management, among other critical issues. 

Prior to her tenure at the SEC, Diem-Mi served as a Policy Advisor to Senator Chris Van Hollen (D-MD) on the Senate Committee on Banking, Housing, and Urban Affairs, advising on securities and capital markets, consumer protection, and financial regulatory matters. She drafted and advanced key legislation, including the Payments Modernization Act and the Promoting Transparent Standards for Corporate Insiders Act. 

Earlier in her career, Diem-Mi was a Senior Policy Advisor and Legislative Counsel to Congressman Bill Foster (D-IL-11), where she advised on financial services policy and emerging technology issues. Additionally, she counseled the Congressman in his roles as Chair of the Taskforce on Artificial Intelligence, Co-Chair of the Congressional Blockchain Caucus, and Co-Chair of the House Entrepreneurship Caucus.  

She began her career in the private sector working as a Senior Associate at Arnold & Porter Kaye Scholer LLP. There, she represented startups, emerging growth companies, and Fortune 500 firms in mergers, acquisitions, financing, and venture capital transactions across industries such as technology, healthcare, financial services, and real estate. 

She earned a BA in Economics from Columbia University and graduated Cum Laude from Georgetown University Law Center.
