The National Artificial Intelligence Research Resource (NAIRR) Pilot

The NAIRR Pilot aims to connect U.S. researchers and educators to computational, data, and training resources needed to advance AI research and research that employs AI. Federal agencies are collaborating with government-supported and non-governmental partners to implement the Pilot as a preparatory step toward an eventual full NAIRR implementation.

White House AI Executive Order
10/30/2023
President Biden issued a sweeping executive order on AI with the goal of promoting the “safe, secure, and trustworthy development and use of artificial intelligence.” The EO tasks government agencies with examining the application of AI to their areas of responsibility and provides them discretion to issue guidance specific to each agency. Additionally, the President designated Vice President Harris as the administration’s point-person on AI policy. The National Institute of Standards and Technology (NIST) will be foundational in the development of guidelines and best practices under the EO. 

White House Voluntary AI Commitments
7/21/2023
The White House secured voluntary commitments from seven leading AI companies – Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and OpenAI – to help move toward “safe, secure, and transparent” development of AI technology.  

NIST AI Risk Management Framework

In collaboration with the private and public sectors, NIST has developed a framework to better manage risks to individuals, organizations, and society associated with artificial intelligence (AI). The NIST AI Risk Management Framework (RMF) is intended for voluntary use and to improve the ability to incorporate trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems.

Create AI Act
07/28/2023
Bipartisan members of the Congressional AI Caucus unveiled the CREATE AI Act. The legislation would green-light the creation of the National AI Research Resource (NAIRR). Operating under the auspices of the National Science Foundation (NSF), NAIRR would give researchers the ability to access complex resources, data, and tools needed to develop safe and trustworthy AI.

Chamber of Commerce AI Commission Report

In 2022, the U.S. Chamber of Commerce formed the Commission on AI Competitiveness, Inclusion, and Innovation (“Commission”) to answer the questions central to this debate. The Commission, cochaired by former representatives John Delaney (D-MD) and Mike Ferguson (R-NJ), was tasked with the mission to provide independent, bipartisan recommendations to aid policymakers. The commission’s report highlights the promise of AI while calling for a risk-based regulatory framework.

Responsible Innovation Labs Voluntary AI Commitments
Responsible Innovation Labs, a nonprofit global coalition of leading founders and venture capitalists, has convened a multi-sector working group to define a Protocol for Responsible AI as a guide and accountability mechanism for investors and startups building or adopting AI systems. The Protocol translates responsible AI principles and best practices from public policy initiatives, civil society, academia, and industry to meet the specific needs of the burgeoning AI startup sector.
