Emma Peters Manager, Government Affairs

Emma Peters is NVCA’s Manager, Government Affairs. Emma supports the Government Affairs team by organizing legislative priorities, tracking and analyzing legislation, administering the PAC, and coordinating Hill visits, fly-ins, and working group meetings.

Prior to joining NVCA, Emma served as the Grassroots Manager at Engine, a policy organization supporting startups and innovation. There, she led founder-facing programs including policy education events, congressional fly-ins, nationwide surveys of nearly 3,000 startups, and the #StartupsEverywhere founder spotlight series. She also managed Congressional Startup Summer, an annual advocacy event connecting startup leaders with their congressional representatives.

Earlier in her career, Emma developed research and policy expertise at Catalyst San Diego and Imperial Counties, where she monitored over 50 pieces of energy-related legislation and analyzed major federal policies like the Bipartisan Infrastructure Law and Inflation Reduction Act. As a Government Policy Coordinator at the San Diego Military Advisory Council, she advanced policy goals for the military and veteran community across local, state, and federal levels.

Emma holds a Bachelor of Arts in Political Science from the University of San Diego.
